This incident resulted in the partial shutdown of the CTA tunnel and the T3 car park.

An additional two individuals are now in custody in connection with a robbery at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

The arrests follow an investigation into an assault at the multi-level parking garage at Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured in the event. Five people were taken to the hospital for treatment and have since been released.

Officers detained a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released pending further inquiries as the investigation proceeds.

Police were called at approximately 08:10 GMT following reports of a number of people injured by an irritating chemical believed to be an irritant spray.

The attack - an event that police said was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
