Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from different nations. Considerable effort is allocated on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a ability afforded by current data. From observation points, defense planes that had been scrambled to intercept incoming guided weapons flew past – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Soon after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Political Considerations
It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does nothing to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
